Working Harder. Earning Less. Going Without.

As much as 25 percent of households eligible for the earned-income tax credit do not claim it, and miss out on as much as $12 billion a year. Almost half of all low-income households report going without medical care due to increased energy costs.

Nationally, about four in 10 people who qualify for Food Stamps do not claim them. Sixteen of the country’s most populous counties – from Nassau County, N.Y. to Orange County, Calif. – lag far behind the national participation rate, with as few as one in five eligible families receiving Food Stamps. If all eligible families with children participated fully in key programs, 3.8 million people could escape poverty.
